Notable exceptions to this rule include the president and vice president. Some reporters covering the White House have voiced their displeasure with the press secretary for making excessive use of the Hatch Act. These reporters accuse Jean-Pierre of abusing the law in order to avoid answering difficult questions. For instance, Richard Painter, who served as the chief ethics lawyer in the White House during the administration of President George W. Bush, asserts that inquiries into the president's medical records at a time when he must decide whether or not to seek re-election are entirely appropriate and have nothing to do with the Hatch Act. Also, Jean-Pierre is in the best position to provide information regarding the whereabouts of the president as well as the general nature of his activities, regardless of whether or not they are political in nature. Instead, she is simply avoiding answering difficult questions about legitimate issues by citing the law as an excuse.
